We are asked to sanity-check other people's WhatsApp quotes fairly often, and the same problem shows up nearly every time. The work described is reasonable. The pricing is presented as a single monthly figure, and a single figure cannot be checked against anything.
The three bills inside one number

Only the middle one is genuinely fixed. The first scales with how you use the channel, and the third is the number that decides whether the project is worth doing.
What Meta charges, and why the model changed
Until 1 July 2025, Meta billed per 24-hour conversation window: open a window, send what you liked inside it, pay once. Utility templates moved earlier, on 1 April 2025. Since then, every template message delivered is billed on its own.
The UAE list rates, before any provider markup:

Marketing costs roughly three times utility for an identical delivered message, and utility and authentication fall at volume, to around USD 0.0149 above 300,000 messages a month. Below that, list rates are what you pay.
One correction worth making early, because it changes plans: Meta bills on the recipient's country, not on where your business number is registered. A UAE number messaging a customer in Germany is charged the German rate. Registering a number elsewhere to save money does not work.
What the platform layer costs
This is the software between your systems and Meta, and providers treat Meta's fee differently enough that it is the first thing to establish.
- BotSpace passes Meta's per-message cost through with no markup and charges for the subscription, from a free single-seat plan up to around USD 3,500 a month at a million contacts.
- WATI lists Growth at roughly USD 119 a month billed annually for up to three users, and Pro at about USD 179 a month annually for five, with additional seats around USD 49.
- Twilio adds a flat USD 0.005 per message on top of Meta's rate.
Across the market, markups run from nothing to roughly 15 to 20 percent, or a flat per-message fee instead. For most UAE businesses this layer lands between AED 150 and 600 a month, and it is rarely the number that should decide the choice of tool.
What the build costs
Meta business verification, connecting the platform to your CRM, writing templates and getting them approved, and designing the qualification and routing. These are the bands we quote, stated as ours rather than as a market rate:

What moves this is rarely WhatsApp. It is whatever WhatsApp has to connect to, and whether the data going in is clean enough to route on. A flow that drops everything into one inbox is a small job. A flow that reads live availability or writes back to an ERP is software, and it should be quoted as software.
Five questions that make two quotes comparable

Any provider who can answer those five in writing is quoting something real. Any provider who cannot is quoting a number.
